| Denmarkdk | 1/1100.0% | § 64 codifies that 'the municipal council records the time of receipt of a postal vote on the outer envelope. In a protocol the number of postal votes received and the date of receipt and the number of postal votes returned is recorded.' § 70 codifies vote-count protocol-keeping. § 74 codifies signed sealed packages. | Finlandfi | 1/1100.0% | § 79 codifies the vaalipöytäkirja (election protocol): the polling committee must designate a member to keep a protocol recording the date and times voting began/ended, members present, assistants, number of voters, total ballots and ballots in each group, the time ballots were sealed, and which election agents and other authorised persons were present at sorting and counting. § 98 codifies entry of the result in the protocol. § 63 codifies advance-vote-document checking minutes. Comprehensive protocol regime codified. “Vaalilautakunnan on määrättävä yksi jäsenistään pitämään vaalipöytäkirjaa, johon merkitään:” | § view source claude-opus-4-7 2026-05-20 |
| Serbiasr | 1/1100.0% | Local Elections Law Article 37 codifies that the second copy of the polling-board record (записник) is posted at the polling place for public inspection. MP Election Law Article 76 (4528) imposes identical requirement. This is a statutory precinct-level public event log. “Други примерак записника истиче се на бирачком месту на јавни увид.” | § view source claude-opus-4-7 2026-05-15 |
| Swedense | 1/1100.0% | 13 kap. 5 § codifies that 'the county administrative board shall keep a protocol of the proceeding.' 12 kap. 6 § codifies that the municipal commission keeps a protocol of its count. 9 kap. 16 § codifies that a protocol shall be kept of vote-reception at a polling station. 14 kap. 26 § codifies that the protocol is presented for public review at result publication. 11 kap. 3 § codifies handover of protocols to the municipal commission. Multi-tier public protocol regime codified. “Länsstyrelsen skall föra protokoll över förrättningen.” | § view source claude-opus-4-7 2026-05-19 |
| Californiaus-ca | 0.5/150.0% | § 19273 makes the VVPAT paper trail the official record, accessible per public-inspection rules; § 19271 defines accessibility for the cast vote record. The VVPAT + canvass-tutanak hybrid serves as the event-log analog. Not a single signed append-only log but a functionally-equivalent paper-trail regime. | § view source claude-opus-4-7 2026-05-17 |
| Illinoisus-il | 0.5/150.0% | 10 ILCS 5/24C-2 defines 'audit trail' to include 'a log of machine activities and routine and unusual intervention by authorized and unauthorized individuals' — internal log codified, but not specifically a public-facing event log. | § view source claude-opus-4-7 2026-05-13 |
| Kentuckyus-ky | 0.5/150.0% | KRS 117.125(23) requires every approved voting system to 'produce a real-time audit log record for the voting system,' and KRS 117.001(1) defines the audit log as a detailed record of all actions and events including log-in attempts, election setup, ballot preparation, diagnostics, and error messages. KRS 117.383(7) provides for review of any audit log. A real-time audit log is mandated, though not framed as a public, signed, append-only log. | § view source claude-opus-4-7 2026-05-20 |
| Latvialv | 0.5/150.0% | § 35 of the Local Government Council Election Law requires the polling-station commission secretary to keep an election procedure report from the opening of the station, recording voter complaints; § 28 of the Saeima Election Law keeps the parallel log. It is a contemporaneous log open to observers, but not a public, signed, append-only published event log. “shall write up the election procedure report in accordance with the procedures specified by the Central Electoral Commission.” | § view source claude-opus-4-7 2026-05-22 |
| Norwayno | 0.5/150.0% | § 10-15 codifies protocols (protokoll) maintained by polling-place leaders and the election board over election conduct. § 11-6 codifies publication of the protocol. § 12-4 / § 13-4 codify publication of protocols at county and municipal levels. Protocol-keeping codified, though without cryptographic signing or append-only requirement. | § view source claude-opus-4-7 2026-05-19 |

| Arkansasus-ar | 0/10.0% | No section in the FTS-surfaced candidates satisfies this criterion. Best signal: This section addresses the production and secure storage of audit logs and voter-verified paper audit trails in the context of election contests or recounts, but it does not require that these logs be public, signed, or append-only. The statute focuses on securing materials under lock and key in the county courthouse, which is the opposite of public accessibility. | § view source claude-haiku-4-5 2026-06-08 |

| Austriaat | 0/10.0% | The section requires detailed documentation of election procedures in a protocol (Niederschrift) and mandates recording of specific election actions, including invalidated ballots numbered sequentially. However, the statute does not explicitly require the log to be public, signed in a manner ensuring authenticity, or append-only in the technical sense required by the criterion. The documentation is internal to the electoral authority. “Die Wahlbehörde hat hierauf die von den Wählern des Regionalwahlkreises abgegebenen Wahlkuverts zu öffnen, die Stimmzettel zu entnehmen, deren Gültigkeit zu überprüfen, die ungültigen Stimmzettel mit fortlaufenden Nummern zu versehen und festzustellen” | § view source claude-haiku-4-5 2026-06-16 |

| Brazilbr | 0/10.0% | The statute requires electronic voting machines to print a record of each vote and deposit it in a sealed location, which provides some audit capability. However, the section does not establish that this log is public, signed, or append-only in the cryptographic sense required by criterion 6.4. The statute addresses voter verification and physical record creation but not the public and signed event log infrastructure contemplated by the criterion. | § view source claude-haiku-4-5 2026-06-02 |
| Bulgariabg | 0/10.0% | The section requires regional election commissions to announce decisions publicly and maintain a public register of complaints and signals (point 21), but does not establish a legally required, signed, append-only election event log specifically. The disclosure requirements are present but do not meet the full technical and legal specification of an immutable, chronologically ordered, append-only log with mandatory signatures. | § view source claude-haiku-4-5 2026-05-11 |

About this datapoint
Each score is one of: strong, partial, gap, or no codified provision. The evidence quote is a byte-exact substring of the cited statute section at scoring time. If the statute is amended, the old score is preserved with is_current=0 and a new score is inserted on top — never overwritten.
