Belarus uses paper ballots, hand-counted by precinct election commissions under the Electoral Code (No. 370-Z). The 2023 amendments preserved the paper-ballot regime. Note: OSCE/ODIHR observer reports consistently document gaps between codified procedure and implementation, including suppression of independent observation and constraints on opposition candidates.
