Hand-marked paper ballots counted by optical scanners or by hand in small towns; Maine uses ranked-choice voting for federal primaries and general congressional and presidential races. Administered by the Secretary of State (Division of Elections) and municipal clerks. Campaign finance is in-title (Me. Rev.
