Russia uses a mix of paper ballots (hand-marked and counted by precinct election commissions per Federal Law 67-FZ), KOIB/KEG optical scanners (used since 2003 in selected precincts), and DEG (Дистанционное Электронное Голосование — Remote Electronic Voting) since 2020 for federal elections in Moscow and select regions. The blend varies significantly by region and election cycle.
