All-mail-ballot state — every active registered voter is automatically mailed a paper ballot for every election (C.R.S. § 1-7.5-104 et seq.). In-person voting is at Voter Service and Polling Centers with BMDs and precinct optical scanners. Colorado was the first US state to implement a statewide risk-limiting audit (C.R.S. § 1-7-515).
