Statewide ballot-marking devices (ExpressVote) that print a paper ballot tabulated by scanner; administered by the State Election Commission and county boards. In-person early voting is available; absentee requires a statutory reason. Campaign finance and disclosure are governed separately by the Ethics, Government Accountability, and Campaign Reform Act (S.C. Code tit. 8, ch. 13) under the State Ethics Commission.
