Elections are conducted primarily by mail: every active registered voter is sent a paper ballot, with in-person voter service centers also available; ballots are tabulated by optical scan. Administered by the Office of Elections and county clerks. Campaign finance is within HRS ch. 11 (Part XIII) under the Campaign Spending Commission.
