Council of Europe member since 2001. Elections administered by the Central Electoral Commission. Electoral Code (HO-54-N, 28 May 2016) and Constitution (1995 rev. 2015) are published by the Republic of Armenia in official English translations via arlis.am and translation-centre.am.
Armenia uses paper ballots, hand-counted by precinct election commissions under the Electoral Code (HO-54-N). Article 65 codifies ballot-paper requirements and Article 70 codifies post-vote counting in plain view of observers. Voter identification is electronic (biometric/sticker-based) but the ballot itself is paper.
