§ 21 codifies the notification card (ilmoituskortti): the Population Register Centre prepares, for every person entered in the voter register, a card stating the voter's name and voting district, the address on the 51st day before election day, in which elections and constituency/municipality the recipient may vote, the election day and the advance-voting period, the contact details of the register office and municipal central election committee, the data source, and 'instructions on using the card and the voting procedure.' Comprehensive statutory voter-information instrument codified.

§ 43 codifies the national candidate register (valtakunnallinen ehdokasrekisteri): the Ministry of Justice establishes a register into which all candidates entered in the candidate-list combinations or the presidential-election candidate list across the whole country are recorded; the authority handling candidate applications must enter every candidate's data by the 31st day before election day. § 30 codifies candidate nomination. § 41 codifies preparation of the candidate-list combination. Public candidate-filing framework codified.

§ 40 codifies decisions made after candidate applications are resolved: if an objection has been upheld and no acceptable correction or removal has been filed in time, or if the candidate has died, 'the candidate is not entered in the candidate-list combination or the presidential-election candidate list' — the statutory disqualification mechanism. § 164 codifies eligibility and the offices that bar membership. § 41 codifies the candidate-list combination. Disqualification is codified, with publication flowing through the § 43 register and § 44 distribution; a dedicated disqualification-publication provision is not separately surfaced.

§ 34 codifies pre-election notice: at its meeting no later than the 48th day before election day the authority handling candidate applications determines to whom, on which days and times, and where candidate documents must be submitted, and 'a public notice (kuulutus) must be drawn up' — given to the parties' election agents, posted in the authority's meeting premises, and published (in municipal elections in the manner municipal notices are published, in other elections in the Official Gazette). § 145 codifies the announcement of the number of councillors to be elected. § 49 codifies advance-voting notice. § 69 codifies that the municipal central election committee must ensure that every voting district has a polling place for election-day voting, with the municipality providing suitable premises. § 9 codifies the designation of advance-voting and election-day polling places. The § 21 notification card — regenerated and re-issued for every election — carries each voter's current polling place, so a change is communicated to every voter; a dedicated change-notice provision is not separately codified.
