(1) Departementet skal opprette og oppdatere manntall. Manntallet skal oppdateres til og med lørdagen før valgdagen. Ved fylkestingsvalg og kommunestyrevalg skal det opprettes et felles manntall. (2) Departementet skal sørge for at alle kommuner og fylkeskommuner 2. januar i valgåret får et manntall.
