ssues submitted to referendum The most important issues of state and public life of the Republic of Belarus, including draft amendments and additions to the Constitution of the Republic of Belarus or a draft of another decision, may be submitted to a republican referendum. Issues that are of utmost importance for the population of the relevant administrative- territorial units and fall within the competence of the relevant local Councils of Deputies, executive and administrative bodies may be submitted to a local referendum. The following questions cannot be submitted to a republican referendum: which may cause a violation of the territorial integrity of the Republic of Belarus; related to the election and dismissal of the President of the Republic of Belarus, the appointment (election, dismissal) of officials, the appointment (election, dismissal) of which falls within the competence of the President of the Republic of Belarus, the All-Belarusian People's Assembly and the chambers of the National Assembly of the Republic of Belarus; on the adoption and amendment of the budget, the establishment, amendment and abolition of taxes, fees (duties); about amnesty, about pardon.
