The President of the Republic of Belarus is elected directly by the people of the Republic of Belarus. Deputies are elected directly by citizens. Citizens participate in a referendum on the basis of a direct expression of their will. Article 8. Indirect suffrage Elections of members of the Council of the Republic are indirect: members of the Council of the Republic are elected at meetings of deputies of local Councils of Deputies of the base level of each region and deputies of the Minsk City Council of Deputies.
