cope of This Federal Law 1. This Federal Law defines basic guarantees for exercising by the citizens of the Russian Federation of their constitutional right to participate in elections and referenda held in the territory of the Russian Federation as provided for by the Constitution of the Russian Federation, federal laws, constitutions (statutes), and laws of the subjects of the Russian Federation, and statutes of municipal formations. 2. This Federal Law shall be of direct action and shall apply in the entire territory of the Russian Federation. 3. The federal constitutional laws, other federal laws, laws of the subjects of the Russian Federation may set forth guarantees of electoral rights of citizens and the right to participate in a referendum added by the guarantees set forth in this Federal Law. 4. The issues related to announcing, preparing and conducting a referendum of the Russian Federation shall be regulated by the Constitution of the Russian Federation, the Federal Constitutional Law "On the Referendum of the Russian Federation," and this Federal Law. 5. The basic guarantees of electoral rights and the right of citizens of the Russian Federation to participate in a referendum set forth by this Federal Law as well as additional guarantees set forth by other federal laws may be amended only by introduction of amendments to corresponding laws. Federal laws, constitutions (statutes), laws of the subjects of the Russian Federation, other regulatory acts on elections and referenda adopted in the Russian Federation shall not conflict with this Federal Law. Should a federal law, a constitution (statute), a law of the subject of the Russian Federation, a regulatory act on elections and (or) referenda adopted in the Russian Federation conflict with this Federal Law, the provisions of this Federal Law shall apply.
