Referendum issues

1. A referendum can be held on especially important state issues, including issues and principles provided for by the Constitution of Georgia, Laws of
Georgia, International Treaties and Agreements of Georgia.

2. Referenda cannot be held:

a) for adoption or repeal of a law;

b) for amnesty or pardon;

c) on ratification and denunciation of International Treaties and Agreements;

d) on issues that restrict the fundamental constitutional rights and freedoms of individuals.
