Formation of the Central Electoral Commission The Central Electoral Commission shall be formed prior to 1 November 2016, under the procedure prescribed by Chapter 11 of the Constitution. The powers of the members of the Central Electoral Commission appointed prior to the entry into force of Chapter 11 of the Constitution shall discontinue upon formation of the Central Electoral Commission.
