Direct Participation in the Administration of Community Affairs 1. Residents of a community may directly participate in the administration of community affairs, by resolving public issues of community importance through a local referendum. 2. The procedure for holding a local referendum, as well as other ways of direct participation of residents of a community in the administration of community affairs shall be prescribed by law. 78 Article 184. Community Ownership 1. A community shall have the right of ownership over land as well as other property. 2. The land located in the territory of a community shall be under the ownership of the community, except for the land owned by the State as well as by natural and legal persons. 3. The Council of Elders of a community shall dispose of the community property as prescribed by law.
