Right to Education 1. Everyone shall have the right to education. The programmes and duration of compulsory education shall be prescribed by law. Secondary education within state educational institutions shall be free of charge. 13 2. Everyone shall, in the cases and under the procedure prescribed by law, have the right to receive free education on a competitive basis within state higher and other vocational education institutions. 3. Higher education institutions shall, within the scope prescribed by law, have the right to self-governance, including academic and research freedom.
