Guaranteeing Local Self-Governance Local self-governance shall be guaranteed in the Republic of Armenia as one of the essential fundamentals of democracy. 3 Article 10. Guaranteeing Ownership 1. All forms of ownership shall be recognised and equally protected in the Republic of Armenia. 2. The subsoil and water resources shall fall under the exclusive ownership of the State.
