The Principle of Lawfulness

1. State and local self-government bodies and officials shall be entitled to perform

only such actions for which they are authorised under the Constitution or laws.

2. Bodies provided for by the Constitution may, based on the Constitution and laws
and with the purpose of ensuring the implementation thereof, be authorised by law to
adopt secondary regulatory legal acts. Authorising norms must comply with the
principle of legal certainty.

3. Laws and secondary regulatory legal acts shall enter into force after being
promulgated as prescribed by law.
