Equal suffrage

1. Electors shall participate in elections on equal grounds.

2. Public authorities shall ensure equal conditions for the exercise of the right of

 suffrage of electors.

3. Electors shall — irrespective of national origin, race, sex, language, religion,

 political or other views, social origin, property or other status — have the right

 to elect and to be elected.
