L'Etat fournit le papier électoral, qui est timbré avant d'être remis au président du bureau principal. Les bulletins employés dans une même commune et pour un même scrutin doivent être absolument identiques, sous le rapport du papier, du format et de l'impression. L'emploi de tous autres bulletins est interdit.
