(a) As used in this section, "county committee" refers to the precinct committeemen and vice committeemen of a major political party representing a precinct within the county. (b) Except as provided in subsection (c), a candidate vacancy for a local office shall be filled by either of the following: (1) A caucus comprised of the precinct committeemen who are eligible to participate under section 10 of this chapter. (2) The county chairman of the political party or a committee comprised of the chairman, vice chairman, secretary, and treasurer of the county committee of the party, if all of the following apply:
