(a) If a proposed precinct establishment order includes a legal description of a precinct with a boundary that follows the boundary of a municipality, state legislative district, or municipal legislative district, the order must include the following: (1) A description in metes and bounds that identifies the boundary as that of a municipality, state legislative district, or municipal legislative district.
