48A.18 Voter registration at motor vehicle driver’s license stations.
1. Each state motor vehicle driver’s license application, including any renewal application
or application for a nonoperator’s identification card, submitted to the office of driver
services of the state department of transportation shall serve as an application for voter
registration unless the applicant declines to register to vote. A completed voter registration
form submitted to the office of driver services of the state department of transportation shall
be considered to update any previous voter registration by the registrant.
2. A change of address form submitted to the office of driver services of the state
department of transportation shall serve as a change of address for voter registration
purposes unless the registrant states on the form that the change of address is not for voter
registration purposes.
3. Information relating to the refusal of an applicant for a driver’s license to apply to
register to vote shall not be used for any purpose other than voter registration.
4. Forms and procedures used by the office of driver services for voter registration
and a schedule for transmission of voter registration forms from the office to the county
commissioner of registration shall be prescribed by the state voter registration commission
by rule.
5. A county treasurer’s office participating in county issuance of driver’s licenses pursuant
to chapter 321M shall participate in voter registration under this section to the same extent
as a license facility of the state department of transportation.
