39.6 Notice of special election.
A proclamation shall be issued before any election ordered by the governor, designating
the office to be filled or the public question to be submitted at the election and designating
the time at which such election shall be held; and the commissioner of each county in which
such election is to be held shall give notice thereof, as provided in section 49.53.
