Todo aquele que, estando obrigado a votar, não o fizer, fica sujeito, além das penalidades previstas para o eleitor que não vota no território nacional, à proibição de requerer qualquer documento perante a repartição diplomática a que estiver subordinado, enquanto não se justificar.
