Intermediate point may be designated as receiving center;
handling procedures.  The county or
city clerk may provide that an intermediate point other than the central
counting place be designated as a receiving center for ballots in transit. In
that case, he or she shall appoint officers to inspect seals, issue receipts,
maintain logs and effect the final transportation of ballots to the central
counting place.
