5 In Schedule 5B to the Local Democracy, Economic Development and Construction Act 2009 (mayors for combined authority areas), in paragraph 8(3), for the definition of “qualifying citizen” substitute— “ qualifying citizen ” means a person who is— a qualifying Commonwealth citizen (within the meaning given by section 79 of the Local Government Act 1972), a citizen of the Republic of Ireland, a qualifying EU citizen (within the meaning given by section 203A of the Representation of the People Act 1983), or an EU citizen with retained rights (within the meaning given by section 203B of that Act).
