1 The Secretary of State may by regulations make provision for supplementing, or provision incidental to, the provision made by paragraphs 13 to 16 . 2 Regulations under sub-paragraph (1) may make different provision for different purposes or areas. 3 Regulations under sub-paragraph (1) are to be made by statutory instrument. 4 A statutory instrument containing regulations under sub-paragraph (1) is subject to annulment in pursuance of a resolution of either House of Parliament.
