1 The Secretary of State may make regulations under this Part only— a where the regulations give effect to a recommendation of the Commission, or b after consultation with the Commission. 2 Regulations under this Part— a are to be made by statutory instrument; b may make consequential, incidental, supplementary, transitional, transitory or saving provision. 3 A statutory instrument containing regulations under this Part may not be made unless a draft of the instrument has been laid before and approved by a resolution of each House of Parliament. 4 This section does not apply to regulations under section 54 (9) (c) .
