1 The Commission may establish ... any committees which the Commission consider appropriate. 2 Any committee of the Commission established under sub-paragraph (1) may establish one or more sub-committees. 3 A person shall not be a member of a committee or sub-committee established under this paragraph unless he is an Electoral Commissioner.
