83 Notwithstanding anything in sections 81 and 82 above, no return or declaration as to election expenses shall be required in the case of a person— a who is a candidate at a parliamentary election, but is so only because he has been declared by others to be a candidate; and b who has not consented to the declaration or taken any part as a candidate in the election.
