At any election in which the question of establishing or changing the exterior boundaries of a county or city is submitted to a vote, the county clerk shall: (1) Include with every mailed ballot a map indicating the proposed boundaries; or (2) Print in a voters’ pamphlet prepared for the election a map indicating the proposed boundaries.
