(1) Political parties are formed on the principle of territoriality. Political parties cannot found sub-units in institutions, enterprises or organisations. (2) The directing bodies and structural units of political parties founded, registered and operating in Estonia must be located within the territory under the jurisdiction of the Republic of Estonia. Structural units of political parties may also be located in a foreign state if this is not contrary to the laws of that state.
