(1) A referendum is free, general, uniform and direct. Voting is secret. Each voter has one vote. The decision of the people is made by the majority of the participants in the voting. (2) Estonian citizens who have attained 18 years of age by the day of a referendum may participate in the referendum. (3) A person does not participate in voting if: 1) they have been divested of active legal capacity with regard to the right to vote; 2) they been convicted of a criminal offence by a court and they are serving a prison sentence.
