(1) Municipal council elections are managed by: 1) the State Electoral Office; 2) rural municipality and city secretaries; 3) voting district committees. (2) The procedure for formation of the State Electoral Office is provided in the Riigikogu Election Act. (3) The procedure for appointment to office and substitution of rural municipality and city secretaries is provided in the Local Government Organisation Act. (4) A person managing elections and a person who provides assistance to them may not simultaneously be an authorised representative of a political party or independent candidate, or a candidate. (5) A person managing elections must have the right to vote at municipal council elections and be proficient in Estonian. The permanent residence of a person managing elections need not be in this rural municipality or city. (6) A person managing elections and a person who provides assistance to them must be independent in the performance of their duties and may not campaign for or against political parties, election coalitions or candidates. (7) A person managing elections, a rural municipality or city government official or employee, or another person is entitled to receive remuneration for the performance of duties related to the organisation of elections.
