In order to amend the Constitution by two successive compositions of the Riigikogu, a bill to amend the Constitution must receive the support of the majority of all members of the Riigikogu. If the bill to amend the Constitution which received the support of the majority of all members of the preceding Riigikogu is adopted by the succeeding Riigikogu, unamended, at its first reading and with a three-fifths majority of all members of the Riigikogu, then the law to amend the Constitution is adopted.
