No Estonian citizen shall be expelled from Estonia or prevented from entering Estonia. No Estonian citizen shall be extradited to a foreign state, except in the cases prescribed by an international treaty and pursuant to the procedure provided by such treaty and by a law. Extradition shall be decided by the Government of the Republic. Everyone who is subject to an extradition order has the right to contest extradition in an Estonian court. Every Estonian has the right to settle in Estonia.
