Posts in state agencies and municipalities shall be filled by Estonian citizens, on the basis of and pursuant to a procedure established by a law. In accordance with the law, these posts may, as an exception, be filled by citizens of foreign states or stateless persons. The right of some categories of public servants to engage in enterprise and to form for-profit associations (§ 31), as well as the right to belong to political parties and some types of non-profit associations (§ 48) may be restricted by a law.
