No one shall be convicted of an act which did not constitute a criminal offence under the law in force at the time the act was committed. No one shall be sentenced to a heavier penalty than the one that was applicable at the time the offence was committed. If, subsequent to the commission of an offence, the law provides for a lighter penalty, the lighter penalty shall be applied. No one shall be tried or punished again for an act for which he or she has been finally convicted or acquitted in accordance with the law.
