Sec. 609.
No delegate elected to any city or county convention shall give a proxy to represent him at
such convention. All vacancies occurring in any delegation to any convention shall be filled by
a majority vote of such delegation: Provided, That such delegation shall not be permitted to fill
any vacancy which may occur in its number by any person not a resident of the ward, district,
