15321. For any statewide election or special election to fill a vacancy in a congressional or legislative office, votes cast by vote by mail ballot and votes cast at the polling place shall be tabulated by precinct. (Amended by Stats. 2007, Ch. 508, Sec. 104. Effective January 1, 2008.)
