15109. Except as otherwise provided in this chapter, the counting and canvassing of vote by mail ballots shall be conducted in the same manner and under the same regulations as used for ballots cast in a precinct polling place. (Amended by Stats. 2007, Ch. 508, Sec. 93. Effective January 1, 2008.)
