Bu Kanun mahalli idareler organlarının seçimlerine ilişkin esas ve usulleri düzenler. Bu amaçla: a) İl genel meclisi üyelerinin, b) Belediye başkanı ve belediye meclisi üyelerinin, c) Köy ve mahalle muhtarları ile ihtiyar meclisi ve heyeti üyelerinin, Seçim sistemi, usul, dönem ve zamanlarına ait esaslarla seçim çevrelerine, aday olabilme ve seçilme ilkelerine ait hükümleri kapsar.
