Sec. 30.
Not later than 30 days after the effective date of this section, each county, township, city, or
village shall provide its clerk with a permanent postal mailing address and each county shall
provide its clerk with an electronic mailing address. Each clerk shall notify the secretary of
state in writing of any address required to be provided under this section. Not later than 3
business days after a change in the postal mailing address of the office of a county, township,
city, or village clerk, or the electronic mailing address of a county clerk, the clerk shall notify
