Where the Commission refuses an application or part thereof by a political party under any of the preceding articles it shall notify the political party of its reasons for refusing the application or part thereof and if the political party feels aggrieved by such refusal, the political party may contest against such refusal by sworn application filed in the First Hall, Civil Court: 7 Appeal from refusal. Provided that the political party may also re-submit a modified application.
