(1) A Revising Officer shall before determining any appeal hear the appellant, the Commission and the person, if any, against whom the appeal is made, and shall admit such other evidence and hear such other persons as he may consider necessary. (2) Where the application is for the cancellation of the registration of a voter on the grounds of mental infirmity, the Revising Officer shall forthwith refer such application to the Medical Board referred to in article 27. (3) The provisions of sub-article (1) shall mutatis mutandis apply to proceedings before the Medical Board as they apply to proceedings before a Revising Officer. (4) The decision of the Medical Board shall be signed by all the members of the Medical Board and its Chairman shall refer it to the Revising Officer who shall determine the appeal in accordance with such decision.
