Any person whose application to be registered as a voter or for the correction of his designation or other particulars appearing in the Register or for the transfer of his name to another address or division is rejected by the Commission shall have the right to appeal to a Revising Officer not later than twenty-one days from the day when he is officially informed of the decision of the Commission. Appeals in case of refusal of application.
