The party delegates shall have the same powers granted to the Commission by virtue of article 19 to seek, through the Commission, information from public officers regarding the entitlement of a person to be registered as a voter and the duty of such public officers to give such information shall also apply in relation to the party delegates. This information is to be given with a l l t h e n e c e s s a r y d e t a i l s an d i s t o b e g i v e n f o r t h w i t h .
