All ballots for use in elections of state officers shall be prepared and furnished by the state secretary, and all ballots for use in elections of city or town officers, by the city or town clerk. Ballots for use in an electronic voting system shall be in a form approved by the state secretary under sections thirty-two and thirty-seven.
